Have you heard of the “time bank”? This is not the plot of science fiction movies. In reality, the “time bank” exists and appeared in the itinerary of General Secretary Xi Jinping’s local visits.
On August 24, General Secretary Xi Jinping came to Hebei Chengde high-tech zone Binhe community inspection. Binhe community resident population of 3,715 people, of which 1,177 people over 60 years old, elderly services are the community’s focus. In recent years, the community has carried out an innovative initiative of home care services – the formation of volunteer teams and creating a “time bank.”
What is a “time bank”? To put it plainly, it is a volunteer team composed of retired people and veterans who are in good health in the community and work together with the staff to provide services at home every day. Volunteers provide senior care services. Public service time is deposited in the “bank” and can be exchanged for senior care services of the same length for themselves or their loved ones in the future. In a word, “serve others today, enjoy services for free tomorrow.”
In the community home care service center, Xi Jinping met with some of the volunteers. People told the general secretary, “To be a volunteer is to want to do something for the elderly and be able to play a little bit of residual energy.”
“What you have said is very good and very inspiring to me. While you are exploring to do a good job of aging, you also raised the question of how to do something with your old age.” Xi Jinping pointed out that it is necessary to combine active aging with active aging, study and improve policies and measures, encourage the elderly to continue to shine, give full play to the role of the younger elderly, and encourage volunteers to have more roles in community governance.

According to the seventh census, China’s elderly population over 60 years old exceeds 260 million, which means there is one older person in every six Chinese people. A media survey shows that more than 90% of the elderly prefer to age at home.
How can the elderly enjoy quality senior care services right at home? Communities can play an important role in this regard. For example, the community can provide dining security, health care, and other functions for the elderly at home to meet the needs of the elderly to enjoy quality services without leaving the community, which not only helps to reduce the cost of elderly care but also allows quality elderly care services to benefit more older adults.

Since its official operation in May 2019, the Binhe community has built an intelligent information platform for the elderly living at home and established an electronic file for each older adult in the community. The elderly residents need a key call.
